Primary Care Development Corporation

Primary Care Development Corporation (PCDC) is a unique public/private partnership dedicated to expanding primary care services in medically-underserved low-income communities in New York. PCDC makes financial resources and technical assistance available to non-profit health providers, who then build and operate neighborhood health centers where they are most needed. PCDC has deployed $130 million in capital loans and grants over its 13-year history to support the development of 61 facilities with a total investment of $180 million.


PCDC offers an array of programs including:

Client Population

PCDC’s borrowers serve low-income communities in New York City. While the mix of residents is diverse, they tend to be young, female, predominantly African Americans and Latinos, and primarily Medicaid-eligible and uninsured. PCDC’s active client base consists of roughly 90% African American and Latino, while the remainder is divided between Asian/Pacific Islanders and Caucasians. Although PCDC’s mission necessarily concentrates its activities in low-income communities, it is also responsive to the primary health care needs of special populations that may not be geographically concentrated but are nevertheless underserved due to other factors, such as language, culture, sexual orientation, or disability.


PCDC’s Operations Success programs have trained teams from over 77 hospitals, health centers, and special-needs providers. The average patient visit has been shortened from 109 minutes to 53 minutes and the number of days it takes to get an appointment has been reduced from 21 to 5. Some of PCDC’s Emergency Initiative impacts include training 11 sites to improve heath care access for prenatal women and children with asthma, and training the City’s Department of Health to establish an emergency preparedness program. Beginning in 2004, PCDC expanded its Capital program to serve all of New York State.


One of PCDC’s many successful clients is the Betances Health Unit – a community health center that has served the primary care needs of the residents of Manhattan's Lower East Side since 1970. Founded as a grassroots mobile health unit to bring urgently needed medical services to the Lower East side's medically indigent and homeless, Betances remains committed to promoting quality health care as a basic right for all, regardless of economic or financial status.
